While it was inevitable that the flow of big initiatives on the horizon to drive market sentiment would eventually fade, the market disappointment after December’s ECB meeting is feeding skepticism now, according to Bank of America’s Moec. That means a fresh downturn would require some “left-field thinking,” he said.
The ECB could seek to exempt funds acquired by banks under the targeted long-term loan program from paying the negative deposit rate, or shift asset purchases away from its current pattern based on the central bank’s capital key, Moec wrote in a note to clients. In extreme circumstances, adding bank bonds to the pool of assets could be considered, Moec said, but “the bar for this is very, very high.”
In China, which Fed Chair Janet Yellen cited last week as the source of global instability, markets reopen Monday after the New Year holiday, with questions still open about the nation’s growth path and the currency. China’s central-bank governor, Zhou Xiaochuan, stepped up efforts to restore stability to the yuan at the weekend, saying there’s no basis for continued depreciation.
The yuan surged by the most in more than a decade Monday following Zhou’s remarks, advancing 1.2 percent. While that intervention may shore up confidence for now, a fresh selloff in China, or even another shock devaluation of the currency, could reinforce disinflationary effects elsewhere and stack up pressure on Draghi and other central banks to respond. U.S. markets are closed Monday for the Presidents Day holiday.
“Central bankers might need to do something more aggressive or innovative,” said Jim Reid, head of fundamental strategy at Deutsche Bank in London. “There is definitely always something that can be done in a fiat currency world. It’s just whether they have the license to do it.”

Reuters with a story that the ECB are to buy packages of bad loans

The ECB are said to be in talks with the Italian government about buying bad loans under QE. Reuters cite Italian Treasury officials who say the ECB could buy them or would accept them as collateral for cash.

Italian banks have some €200bn of bad loans and it's been weighing around their necks for some time. This could go a long way to shifting a lot of it to open the door to new loans. As the debt may not fall into the rating category to make them eligible for ECB purchasing, the banks would need to purchase a guarantee from the government which would then give them the approved rating.

Reuters state that an ECB source said last Nov that in an extreme cases they could buy bad debt if the Eurozone economy was in a really bad way. The ECB declined to comment on this story.

The story seems to have flown in under the radar today but no doubt it is also a big reason why stocks are up in Europe, particularly in Italy where the MIB is up around 3%. It's also a reminder that if the ECB act in March, we could get something that's not just the conventional move on rates but also widening the QE net once again into areas like these.

Buying or taking on bad bank debts isn't going to be an easy sell for Draghi to a lot of the governing council though.

Commenti: 105 Utente 21 ott : 05:58 Replica a questo	scherziamo? la bce non può ingoiare tutto il debito in eccesso che hanno preso le nostre banche. sono al 125% del patrimonio e dovrebbero stare al 25% .poi bce significa banca d' italia in buona parte. quindi sarebbe una partita di giro. .. e infine renzi continua a fare buco di bilancio e il debito ad aumentare. aspettate di vedere il pil del primo trimestre.
